CPSC eFiling Now Mandatory for Imported Regulated Consumer Products

As of July 8, 2026, CPSC’s eFiling requirement is in effect for most imported consumer products that require a Children’s Product Certificate (CPC) or General Certificate of Conformity (GCC). Importers must electronically submit required certificate data to U.S. Customs and Border Protection (CBP) through the ACE system using the CPSC PGA Message Set. Products entered from a U.S. Foreign Trade Zone (FTZ) have a later effective date of January 8, 2027.

The rule does not create new testing or certification requirements; instead, it changes how existing compliance certificate information must be provided for imported products.

What Manufacturers and Importers Need to Know

  • Confirm whether the product requires CPSC certification before shipment.
  • Prepare the seven required data elements: Product ID, applicable CPSC citation codes, manufacture date, manufacture location, test date, testing laboratory, and compliance record contact.
  • Importers may file a Full PGA Message Set, or pre-register certificate data in the CPSC Product Registry and use a Reference PGA Message Set.
  • There is no Section 321/de minimis exemption where the imported product is required to be certified.
  • Overseas manufacturers should ensure complete certificate and testing information is available to their U.S. importer or customs broker before entry.

CPSC has indicated that ACE will initially issue warnings rather than automatically reject an entry solely because eFiling data is missing; however, certificate violations remain subject to enforcement, and noncompliant products may be detained or seized.
