On June 1, 2026, Japan’s Ministry of Economy, Trade and Industry (METI) revised the interpretation of the technical requirements under the Electrical Appliances and Materials Safety Act (PSE). The revision moves requirements for conduits and accessories, fuses, and current limiters from Japan-specific Annexes 2, 3 and 5 toward the internationally harmonized standards contained in Annex 12.
What Manufacturers and Importers Need to Know
- Products previously assessed under Annex 2, Annex 3 or Annex 5 should be reviewed against the corresponding Annex 12/J-standard requirements.
- The previous requirements may continue to be used during a three-year transition period ending May 31, 2029. The change therefore does not require an immediate switch for existing products.
- METI also updated a number of Annex 12 standards to newer JIS/IEC-based editions, so manufacturers should verify that the standard version referenced in their existing PSE compliance documentation remains current.
- Companies introducing new or modified products should discuss the applicable standard version and transition strategy with their testing or certification provider.
Manufacturers and importers of affected electrical products should use the transition period to review existing PSE technical files, test reports and product specifications and plan migration to the updated internationally harmonized standards before May 31, 2029.
